http://unofficial-winmugen.jpn.org/ for a Windows MUGEN build. Try the Random Select site for DOS and Linux builds.
I assume that when you say "cool sprites," you mean ready-made characters, rather than sprite sheets to make characters? Let me warn you now, MUGEN characters are NOT easy to find (and it's even harder to find worthwhile characters), so you'll be doing hours' worth of snooping and searching on a search engine.
Here's some sites you can start looking for chars, stages, skins, etc.

Okay. That character was like watching Melty Blood on crack. I can understand some of the characters that she fought getting their butts kicked, even Haruhi as much as I hate to admit it, but Nanoha! Come on! I just wanted to see Nanoha whip out her Divine Buster attack to wipe the floor with her.
