Glancing through the terms list, I personally think "Special Officer" is more appropriate than "Special Lieutenant" as a translation of 特尉. e.g. other ranks like Warrant Officer, Petty Officer
A lieutenant designates a junior officer appointed via commission, while Tatsuya is something resembling more of a warrant officer, which broadly speaking is in between commissioned officer and enlisted NCO ranks in seniority and can be used to denote a technical specialist or leader. It matches his special status, anyway. Let's not get too much into the differences between national militaries.
Anyway it just sounds better IMO but is not a big deal if you decide not to change it.
