Yea that's the case... thats why lv 2 and 1 are very rare to be passed by people...

You guys are thinking of the Japanese Kanji Aptitude Test (JKAT), which only tests on Kanji aptitude. The JLPT only requires you to know around 1200 for level 2 and 2000 for level 1. Still kanji is only a small part of the test, like 10-15%.

How much a japanese child like 10 years old knows about his language... usually he should be able to read how much kanji et hiragana/katagana?
