What they do is that the guy (or woman if they fall that way) offers something (in this case money) to the parents for their daughter's hand in marriage.
I read a bit about the process of Mail-Order brides, and it seems that the parents usually get money plus the fact their daughter is moving to a more developed country. In this case, it is just a site in which all the women are really young. Creepy, but not too creepy.
