That Unicef is saying that even adult videos that feature over 18 actresses should not be allowed to use underage imagery like school girl outfits and whatnot. Though, people who look under 18 would not be prohibited from doing what they do. Whatever that is.
So, no adult videos of legal adult actors/actresses in under-aged uniformed engaged in any sexual situation.

they aren't going after the real criminals who are hurting real children, seems to me they just going after an easy target that'll probably will push some ill adjusted individuals to go after the real thing.
I say this, because while its illegal to sell or make child pornography in Japan, it is not ILLEGAL to OWN IT.
However this official stance on 2D loli/shouta applies to the selling, producing and OWNING it.
