My other theory was Fate trying to collect a large amount of magic to wipe out everyone on earth so he can give the illusion people from the magic world a new home

I don't know. I think Nanoha has negi a bit outclassed there.

I mean, she had that Starlight Breaker about a month or two after she started using magic.

Negi actually needs people to teach him how to fire giant lasers of death and friendship. And to be fair, Negi didn't want to learn OMGWTFBBQ spells until just recently (according to Negima's timeline)
