nope. for manga, cleaning and typesetting takes the longest time. I can translate a page very, very much faster than a cleaner/typesetter can finish with one page, no matter how skilled you are with photoshop or gimp. Some pages take more time to clean if they need to repair blanked areas that go with blanking text; while some pages take more time to typeset due to space constraints and if they need to reproduce the original font effects. Fitting in translator notes can also be a pain at times.

Well, usually, it SHOULD take more time translating than proofreading, since translating is more difficult. Proofreading should be more editing or correcting terms used. In a manga, normally it's easy to understand the sentences.
