Do double inverted commas have a special meaning when used in Japanese text?

I've come across a few words that have a reading in katakana that's different from the kanji. Should I translate it the way larenthian does in Itsuten or should I just use the katakana reading.

Also what does "魔術士" mean? I can't find it in a dictionary. It's used in this sentence: 声をかけてきたのは、私と同じ王宮魔術士のミランダでした.

FYI, I don't always do that. It depends. If say, the reading and the writing has the same meaning (alternate word), I'll only translate the reading. When I use Furigana mode, it's when the writing is the Real meaning, but the reading is how it is read.

For 魔術士, it depends on what you want to translate it as for your series. For some titles it is easy if you just need to pick one of the Western fantasy equivalents: Magician, Sorcerer, Mage, Magic-User, Wizard, Magus. For others, you can't when the series also have other types of magic users which may mean different things: 魔法使い , 魔法師 , 魔導師 , etc. In this case you need to pick and select. And there are also instances where the word has a special meaning for the series, such as in Mahouka, where 魔法師 is actually a contraction of 魔法技術師.

Couple more questions...

I kind of understand this sentence except for the last part of the second clause: そこは各講堂と八棟の寮、食堂を結ぶ動脈で、昼休みともなれば、学生たちでごった返す。 I don't understand how "動脈" should be used here.

I'm also not sure how to word this sentence: きらきらと、空気が光って見えるほどの美少女だったが、不機嫌そうな仏頂面が、妖精のごとき美貌を台無しにしている。

Also what does "君臨せし暴虐" mean. It has "タイラントレシクス" above it in the text which I think means Tyrant Rex but also makes me think of Tyrannosaurus Rex...

Probably cycle? Torus talks about just the surface, but you are referring to something similar to a ring, but I would think cycle is a better choice to use? But I can't be sure since I am not sure what "還流" refers to really.

Now, ignoring the Furigana and going by the kanji alone (and closely relying on dictionaries), I would render it as "Ring of Reflux" or something. Might change depending on what it does, I guess. Is there a flow inside it that goes against its own direction? (Is such a flow even possible?) Or can it be used to revert something, send it back or turn it back into how it was? I guess it causes Celo's initial inability to use magic equipment, so is it related to some kind of anti-magic?

I didn't know there was a furigana reading for it. I guess it's because I haven't gotten very far in the book. For the same reason I can't answer your questions yet. I'll have to read more first.
