You have correctly guessed the right answer. Kinoe, after being absent since book 2, will unexpectedly reappear in book 14. The reappearance is brief but it may be a sign that the author has plans for him. (BTW, his mother divorced his stepfather so his family name is no longer Tsukasa)
Now for an easier puzzle:
In Volume 13, three characters--that I don't remember being mentioned before--had brief roles in the book. These three take part in either the main plot or the major sub-plots of volume 14. At the end of volume 14, they are all nicely situated to have expanded roles in volume 15.
One is obviously Kudou Minoru. Who are the other two?
Hint: All three had at least one line of dialog in volume 13.

kuroiba twins first appeareance is in the "reminiscence" volume (vol n°8... they appear at both their actual age as well as in the flashback dating to their children period)... they also appear in the visitor arc (vol 9 to 11... don't remeber in which of the 3 vol they appear exactly)Flash wrote:Flash wrote:The Kuroba twins?

I can't remember seeing the names of Kudou Minoru or the other two prior to volume 13. So unless they made a brief appearance like Morisaki did in volume 12 or were mentioned briefly as part of a group, none of these three appeared prior to volume 13.
In volume 13, though they each have at least one line of dialog and aside from Minoru, they had interaction with Tatsuya, Miyuki or one of their 6 best friends.
