I doubt that if a BS magician like Miya was unable to extract specific memories, Yotsubas would be able to reach even a similar level of expertise through sheer research, especially considering the level of abstraction this would be operating on, as well as Yotsubas exceptional talent in non-systematic magic.

Miya is probably not a Bs magician since she has not been discarted like tatsuya.
A bs is a magician tht can use one magic the other can (or not) but with overhaul efficient. Tatquya is a bs in certain way but he have 2 special magic and can use non-systemic magic prior to the opération.
About extracting mémories it's not because miya can't that overs cannot for exemple the evil eye user make Hirakawa Chiaki forget him by making her targeting the memory herself, and she can't target a spécific mémories when she was 12, she may have improve since that time.

The Yotsuba did not have anyone who could target specific memories in 2062. Tatsuya was rejected over 2 decades later. So someone might have developed the power in the meantime.

Also judging from the scene, Miyuki could have been primed to have a headache and forget a couple minutes every time she thought of Tatsuya as Onii-sama thru magic or hypnosis until she stopped thinking of him that way in self-defense.

Besides, they were at most 5 and 6 and it has been proven that false memories can be implanted into children by manipulative adults, it should have been possible for Miya who obviously will subject those she loves to mental interference magic and performing illegal experiments on them if she thinks it is for their future benefit to find a way of interfering with memories of sibling bonding. After all, she has openly stated that she feels that showing any fondness for Tatsuya would be harmful for Miyuki's future and has actively prevented them from interacting as siblings. Although, I think this was partially due to Miya being jealous that Tatsuya still loved Miyuki but was totally indifferent to her

The Yotsuba Clan did not reject Tatsuya as originally thought for being a BS Magician, they rejected him because his BS magician abilities did not meet their definition of magic. Volume 8 chapter 14:

After seeing her use it, I believe Lina says she underwent resistance training for it and other similar soul interference magic like it but Miyukis own was ridiculously powerful.

It's not that there's no way to counter Cocytus, it's just very difficult do. If the magician's level is not on par with Miyuki's at the very least, then I highly doubt that it could be countered. If the magician's not on that level then at best, the magician should just hope for a swift, painless "death." :)

I think that one way to counter Miyuki's Cocytus would be "Mist Dispersal" since Tatsuya can decompose the structure of the magic.

Assuming he manages to counter the spell before it's complete. IIRC Cocytus is Miyuki's innate skill so she's not using a CAD for that (although I might be terribly wrong), not to mention her nearly insane casting speed.
Would be nice to see an infodump from the author, though. Or at least some sort of clarification regarding various skills. I wonder if any of the translators could ask the author to create an infodump volume or something...

Flash Cast is one thing, and he probably uses it to automate his recovery, but I don't think it's so simple to just go and outright use it, because IIRC someone mentioned "engraving" a spell (which makes me thing it's more of a Magic Crest from Nasuverse). Not that we know any specifics :V
