Proposal: New 'General Format Guidelines'

This poll is to formally propose a new general "Format Guideline"

The current Format/Style Guideline is very Suzumiya-specific, and does not address may of the more general formatting trends that vary from one project page to the next.

With the addition of new projects, a more general format guideline would be a Good Thing(tm).

As part of the proposal, each project would get it's own guideline to handle specific cases, such as standard translations and dialog formatting.
