I think that sounds a bit alike.

In Chinese, it's something like:

Swimsuit......in this simple story where in the student council meeting room they were continously chatting, if I don't work really hard I cannot trigger the swimsuit affair......Who's the one, who has putted the Student Council Room as main stage. How can you take responsability.

Obviously, your version is probably better than mine. But I think it gives an approx. idea of the situation.

Hmm... this is a little tricky to TL without knowing the context prior to this line.

My first impression of this sentence is:

Swimsuit events... These events which hardly happen without conscious effort put into them in this dull story where the student council members chatters away their time for as long as anyone remembers... Just who is the mastermind, the one who made the student council as their main stage? What are you planning?!

I think that, from what I read,

1. Sugisaki needs to do something so that the swimsuit project gets accepted, with the student council chatting.

2. He is speaking to himself and kinda to the readers in the latter part.

I think the following sentence makes the latter part clearlier. Unfortunately, I don't have the novels, so...

just to inform you guys, I'm trying not to give spoilers on the story as much as i can therefore the lack of info when asking for translation help.. XD However, you guys pretty much got the guess correctly.. or at least for me you did..
