I think anyone is free to translate and distributing those hentai stories. I do think many also would appreciate if you do so, but I think here is not the place to distributing them (maybe put it in your personal blog and put the link to your blog in your wiki user page?). I don't know why 16.5 could even stay on the wiki in the first place, since all our projects should be for all-age readers.
