In Volume 16, the translator referred to Henrietta's mother as Queen mother Marianne. Now, I'm not sure if that's even a real title, but if it is, should the mother in Queen mother be capitalized?

Drop the "queen" or the "mother". I've rarely heard of princesses calling their mother "Queen mother" lol.

though there is a term called 皇母娘娘 in Chinese which is literally Queen Mother(mother of the king), though in western culture, is there a similar term?

It is strange because Halkeginia is essentially Europe, but the author is Asian, so do you keep the Eastern way of addressing people, like -kun or -san, or do you switch to the Western style? If we got rid of Queen Mother as a title, we might as well turn all of the -sans found in the text to Sir, because we are now picking European titles over Eastern ones... is there an official decision by the admins about which titles take precedence?

We're keeping all the basic honorifics.
In chapter 3 of volume 16.
B-T's translation:
How rare of Queen Mother to come see her for help. Marion looked at Mazarin standing still like a servant. After seeing him nod, Marion first kissed her daughter's forehead. "You seem to be thinner these days. Have you eaten well?"
母后が自分に用事とは珍しい。マリアンヌは、伺いを立てるようにマザリーニを見やる。彼が頷いたのを確認すると、マリアンヌはまず娘の頬に優しく接吻した。
In the first sentence it's "母后" Queen dowager and in the second sentence it's "マリアンヌ" Marianne. (Why was is translated as Marion?)
B-T's translation:
This time, Mazarin spoke "The Queen Mother is correct, your majesty."
そこでマザリーニが、間に入ってきた。「母君の言うことはもっともですよ。陛下」
It's not "Queen Mother" but "Your mother" 母君.
After looking at the chapter, it seems that "母" was translated often as Queen Mother when it was just mother.

Empress dowager works well.
@EastN3: Yeah, it can be quite confusing but since the author is recreating a european setting with Japanese elements (note the "queen mother" term), I would think mixing them both will be better. Anyways, who knows the equivalent for Sir in French? (wink* silimir) because it's basically French in Halkegenia if I ever saw one.

Znt Country - > European Country
Tristian - > France
Gremaina - > Germany, and some Slavic countries( eg Poland)
Galia - > Spain, Portugal
Romalia - > Italy
Sarhara(elves) -> Turkey , the Mid East, and possibly some of Asia

Actually, Gallia is France... Gallia and Tristain seem to have both originated from France. But King Joseph might be a reference to Joseph 1 of Portugal.
Anyway, it's a bit hard to directly identify the fictional countries.
