In Kanji it's:
親父っぽい
So it describes someone/something that seems "middle-aged man/father"-like, I'd say.
An example (courtesy of google):
『 お母さんが作る お弁当って … 親父っぽい ( ̄▽ ̄ )
みんな もっと可愛い お弁当だよ~(-.-;) 』
She complains that the Bentous her mother had makes for her aren't cute and look rough (as if it they were made by a man).
