As it currently is, having the vow seperate from action of vowing makes the sentence awkward. As for the difference in quote styles, I'm unsure if this is an internal vow, or said out loud. Since we don't have quotes on it in current form, I'm assuming it's an internal vow, and since there isn't a set style to convey internal quotes for this series yet...

Tense change for consistency - quivered is past tense form. The whole fight scene is a tense change to present tense to convey action.
