In the raw map found in the first pages of the volume, USSR is called 上越露西亜, given a furigana スヴイエート・ルーシ (read as Suvieeto Ruushi, although the kanjis could actually read Shouetsu Roshia). As far as I know, there was no mention of Свет Россия in the novel, so it was not the author's mistake.
