Is a horrible pun on 私立かがやき高校 from TokiMemo.
私立 (Private [lit: based on the private/self] contrast to 公立・国立 (public, lit: based on public; based/foundation on nation] かがやき高校 - Kagayagi (shining; name of the city kagayaki-shi) Thus: 海立 = based on the sea; =~ Marine
光辉 - means kagayaki, just to drive in the TokiMemo reference further. This is a name, and probably shoulden't be translated at all. Don't know if there was furigana on the original; but I would simply translate at Kirameki to force the reference.
So instead of Kirameki Private School; --- Kirameki Marine School
