Hey Ambergong, as far as I am aware, there is only one person actively translating this series on baka tsuki with one editor. if you want to help just register which chapter you would like to start translating through this page: http://www.baka-tsuki.org/project/index.php?title=Hyouka:Registration_Page I can't speak for kinny riddle but its probably best if you leave translation of volume 3 to him as he is very close to finishing. from my point of view, there should not be an issue if you start working on a chapter that has yet to be translated.
