Most likely it was an emphasis, I vaguely remember somewhere it used a double really like that in one of the recent chapters. Also, you really don't need to ask unless you're making major changes to words, additions, or removal. I almost missed that comment, in the middle. I'm a bit lost where the contradiction is?  Though changing acquired to achieved is no problem, that's in the realm of minor edits and actually works better there IMO. Sometimes I get a mental block on the right word to use when faced with what I assume the word means. In regards to the outstanding talents thing they're generation is pretty abnormal Rudeus is there as well and at some point said to be 1 in 100 or 1000 year I think it was... Ah then yeah, the 1 per year thing was stated just like that most likely because of how the Magic University school years work out, Rudeus was referring to expecting at least 1 talented guy entering per year if there's a 10 year gap in talent and 7 years in school, not as a specific standard.  jū nen ni ichi nin no itsuzai. maitoshi ichi nin wa iru yatsu da na.  <-- is basically how he says it.
