(And now the interesting cliffhanger...  inclined to guess brainwashing or blackmail or something similar, but will watch and listen...  ufufu...  in any case, will be satisfied if Aria's mother is in fact released, clearing up that loose end while giving way to new ones.  *laughter again, revelling in the revelation*))

(Rereading from earlier on Riko's role:  not killing, but abduction.  Abduction of exceptional individuals.  In other words--'recruitment'.  *smiles again*  Whatever sort of basis is Kana using, though...?)

Exactly the same conclusion that I had arrived when I first read it. If we use Shirayuki's abduction incident as a basis it would be the natural answer. And remember the line that Aria said in v3c2? If the government learned the involvement of someone in EU, they will be treated the same as dead. So in short, Riko had managed to recruit some people via "abduction", which in turn the government made it looked like the people she abducted dead because they involved themselves in EU (branding Riko as "Butei Killer"). This also kept the government's reputation because they didn't want the public to know of Buteis joining a criminal organization.
