You can make that assumption, but in this case, it's wrong, sadly to say. The original text has no such acronym of RTB. It is possible the chinese translator used it, or it is possible Drey added it in himself. Also, any acronym in MKnR is explained in full terminology at least once. Since RTB is only ever used once in the entire text, there is no particular reason to believe it was in the original.
