Actually, for that one as well, when I read it again later I realized he was talking about Pakkusu making a strong connection with the slave traders that he can use them and that was the benefit that earned him +1 imperial guard. By the way, shouldn´t the chpater name be more something like Speedy Resolution, or Fast Resolution? I know that the original chapter name is Speedo..., but we are talking about japanese there, and their english is usually... It could also be Quick Resolution, though I'm not really all that specific about it, many of the titles I tried to go for short hand English equivalents as I could.
