Beside Ryner, the other four --> does this mean the other four are standing near ryner or everyone aside from ryner said it?

a testbed for criminals--> not sure what is being implied here.. is it a place where criminals are bred(haunting grounds?) or is it where criminals gather(hideout)? or is it just a lab-like place which criminals use(testing site?)?-- Pryun 07:29, 18 February 2012 (CST)
