Excuse me, want to ask some things. The words ill at ease in this line:

-“I’ll lend these to you, Miss Kino. We thought you’d feel ill at ease if everyone except for you were wearing cat ears. Won’t you wear them while you’re here? It has the same color as your hair, Miss Kino. I’m sure they would suit you well. Of course, you are not obligated to, but...”-

Does it mean a little uneasy but intended to sound informal (a lil uneasy)?
About your second note about Kino & Hermes' conversation:

-Not sure if it’s an expression, but Hermes said something to the effect of, ‘If over there, there’s those people, right here we have this person’, which I assumed to mean that Kino was being naughty like the citizens.-

Perhaps it's this idiom? "tarred with the same brush" (Fig. sharing the same characteristic(s); having the same good or bad points as someone else.) Or this one? About 'ill at ease', I was referring to the idiom which means 'uncomfortable', 'out of place', etc. So it's not really meant to be the slang, 'lil uneasy'. (Funny, they actually mean the same! :D) Got the T/L straight from Denshi Jisho too... ^_^ [1]

Hmm... about the second one, I honestly don't know. My thoughts about this expression was that Hermes (with his usual sarcasm) is saying that Kino is just as mischievous as the citizens, something to the effect of 'we have another 'trickster' on the lose right here, too.'
