Could someone explain the difference between butei laws and butei charter articles? they match except for #9. --Saganatsu 16:40, 17 April 2011 (UCT)

«There's actually 武偵憲章 and 武偵法. That image is 武偵憲章.武偵法 is the actual law, 武偵憲章 is more like rules that Butei should have that are taught in Butei schools (thus, it's kinda like a school rules).武偵法9 is "Regardless of the situation, a Butei cannot kill"武偵憲章9 is the "Launch out to the world.
