This template is used for machine translations that were posted prior to the updated (July 19, 2015) [[Baka-Tsuki:Machine_Translation_Guidelines|machine translation guidelines]], and have not been reviewed under the new policy.  It displays two different messages depending on whether the page existed prior to the updated policy or was created afterwards; this is to notify anyone who simply copy-pastes the template when creating a new page without reading the guidelines.
