Actually it may be better to refer to them as 'civilians' as they aren't exactly serfs. Serfs were a caste subordinate to a noble to the level of almost slavery. 'Collar people' could very easily be in reference to 'white collar' or 'blue collar' which references the 'working class'. Considering the time period, and location (British Isles), may I suggest that "The collar people" be replaced with serfs.
