Can someone explain to me what,

"Saying some yolo's mana is fixed."

means in part 5?



nani ga hito no maryoku sōryō wa umare ta toki ni kimatte iru, da. = What do you mean a persons aggregate amount of magic power is decided at the time they're born. = Saying some yolo's mana is fixed.

sainō nante me ni mie nai mono o katte ni kime zuke ya ga tte. = Talent isn't something you can see with your eyes, don't go deciding it on your own. = Deciding something that you can't even see with your own eyes.
