You mean Miya, I guess? The wording is a little vague, but the subject of the discussion is changes to the physical structure of the brain, which is different from Miya's magic as I understand it. My understanding is her magic changes the structure of the mind (soul, maybe?), not the brain. As I said though it's pretty vague.
