As far as I know, no. It depends on the project administrator/supervisor/translator/editor/whoever in charge, there is no fixed standard.

I'm actually wondering about that as well. I think it's not possible, but I don't really know since I've never installed Mediawiki myself... Probably you should ask TLG or Oni instead.

just dropping my opinion: i think it's depend on page protection. Usually project main page is locked from anonymous edit. The ones who can change protection level are supervisor and above. Though the fixed time is not clear. The chapters usually don't have any protection (except tamni perhaps) so it can be edited by anyone.
