I'm not exactly sure what this sentence is supposed to try to say so I haven't edited it, but it doesn't appear to be written correctly, "Bring matters to a close was Okaa-sama." (Regarding the Manzai footnote: 'Heiwa-boke' is in fact unrelated to manzai, though from the same root. It's probably closer to 'shougatsu-boke', in terms of describing a state of stupor. Shougatsu-boke is a stupor from late-night activities to celebrate the year changing, while heiwa-boke is a stupor from becoming too used to a peaceful environment (that is, losing one's sense of caution regarding possible dangers).)
