Summary
This template is used for machine translations that were posted prior to the updated (July 19, 2015) machine translation guidelines, and have not been reviewed under the new policy. It displays two different messages depending on whether the page existed prior to the updated policy or was created afterwards; this is to notify anyone who simply copy-pastes the template when creating a new page without reading the guidelines.
