Most likely it was an emphasis, I vaguely remember somewhere it used a double really like that in one of the recent chapters. Also, you really don't need to ask unless you're making major changes to words, additions, or removal. Hey Marrow, be careful of using MS Word or such to edit the document - double question marks usually are taken straight from the source material so you don't want to touch these when editing. Acolyte (talk) 14:00, 30 July 2014 (CDT)
